Power to People: Right to Public Services applications goes online in Bihar

Now apply Right to Public Services (RTPS) application online just from the comforts of your home, offices or cyber cafes. Thanks to the Nitish Kumar led NDA Government of Bihar and its techno-pro steps especially launching the common people related services online. After gaining the nationwide plaudits for the efficient implementation of Right to Information (RTI) ACT 2005 through its projects like ‘Jankari’, the Government of Bihar had given another ‘Power to People’ with launching online facility for Right to Public Services application on Thursday (December 1, 2011). People of Bihar can now file online applications for caste, income and domicile certificates over internet, people across the state, particularly students welcomed the move.

Manazir Ahsan, a college student from Kishanganj said: "Now I will not have to stand in long queues to submit an application form to obtain required certificates from government offices. The online facility of Right to Public Services (RTPS) will be an advantage to all sections of people of the state, particularly students like me, who won't have to waste time running around for it that altogether affects the studies and career."

Deepak Kumar (IAS), Principal Secretary, General Administration Department, Government of Bihar said now people can file online applications for obtaining caste, income and domicile certificates and later more services will be made online. “It will also provide an opportunity to file applications from the place and time of their choice. Even people living in rural areas can use internet to file applications," added Kumar. Further he said, keeping in mind the heavy rush for obtaining certificates under the RTPS, the government has decided to put these three services online.

The RTPS Act became effective in the state on Aug 15 this year and since then nearly 5.5 million people have applied for certificates. "Out of the 5.5 million applications received after the RTPS Act came into force, more than four million applications were filed for caste, income and domicile certificates alone," Deepak Kumar said.

After releasing the report card of the first year of his second term, Chief Minister Nitish Kumar last week said, "My government had implemented the act to ensure timely and transparent delivery of public services. In the first phase, time limits prescribed for 50 public services." Earlier, Nitish said he had warned government officials who do not perform the common man's jobs within a stipulated timeframe will face a fine of up to Rs 5,000. The chief minister said if a government official failed to deliver a service within a given timeframe, he or she will be held personally responsible and the government will impose a fine for the delay. He said after the act was implemented, people will no longer have to run around government offices to get their work done.

  2. Really nice step by our CM Bihar. It help to reduce corruption in all these govt Offices. Where we are supposed to pay for every small work.

    I dont think there is a single person in India who got his Passport without paying bribe.(Excluding BABU's)

  4. We must encourage Bihar Govt. for implementing such projects. This is really people friendly. The common people will be benifited in many ways. They can save time and money and will get rid of many adminstrative hassles, this will definitely bring down the rampant corruption across the state where people bribe even for smaller work to get done. We welcome and thank Bihar govt. for such a nice step, defintely they(govt.)deserve plaudits.
