Approval mail sent by brother Shakeel Ahmad is as follows:

Dear bhai Anzar and Mudassar Sahiban,

Assalamo Alaikum Wa Rahmatullahe Wa Barakatahu. Hope and pray that this mail finds you in the best of health and eiman, insha-Allah! May Allah bless you with good health, lots of wealth, peace, prosperity and happiness!

It's indeed very heartening to know that for Kishanganj a RAHBAR Coaching centre (http://Kishanganj.biharanjuman.org/) has been approved, Alhamdolilllah. We must appreciate your efforts, and the efforts of your team who worked hard towards the goal. However, this is an appropriate time to have a good look at the guidelines (attached: Coaching_project_Guidelines.pdf) devised for the purpose, once again [it is always available @ http://www.biharanjuman.org/Coaching/Coaching_project_Guidelines.pdf .. for download].

Guidelines have been devised as per learning that was gained in establishing the first three centres, and as per suggestions received from management committees, sponsors, team-leaders, and chapters. Any provision which is not of your liking may be modified after receiving a proposal (backed by proper justification) to that effect. Once the modification is adopted, it would be applicable to all centres.

Pls remember that we encourage local participation to the maximum. Patna chapter is a an excellent example of local participation, wherein many awards and gifts to the students were arranged locally. I am sure that Kishanganj can do far better, insha-Allah.

There are some very important points we must note:

1. All the students who are admitted in the coaching centre must be ONLY from Govt schools. So, students who are enrolled in pvt schools or in any other coaching centre (or take any kind of tuition) MUST NOT be admitted to RAHBAR coaching centres. This criterion reduces the conflict at the local level a great deal, because we do not have to depend on recommendations or certificates to know the economic level of students. This method excludes, through a simple criterion, anyone who is receiving good quality education. Other well-to-do families who can afford private tuition for their wards must not be entertained.

2. An Excel sheet of the list of students, and teachers, is to be provided (Template is attached).

3. Admission is NOT given on merit basis, but just on the basis of student's inability to pay for pvt tuition (in pvt school, coaching centre, or pvt tuition); therefore, no admission test is to be taken. The applicants may be interviewed to assess their willingness to pursue education - nothing more should be assessed - this provides opportunity to the majority of students who are left behind by all the educators and NGOs.

4. Salary to teachers: The teacher is paid Rs. 1,000 per month for every of hour of teaching on every day of the month (if the local committee decides to have one day off, it may do so, but it is not encouraged).

6. The classes are to be conducted on all days of the month. If the local committee decides to have one day off per week, it may do so, but this is not encouraged.

6. Management Committee of coaching centre: The organization that is expected to manage the centre is never given absolute authority to manage the coaching centre. It must include some members of the society (4 or more) who are not associated with he managing organization, in any way. This helps us to be more transparent and accountable, and helps improve local participation, a very useful feature of any voluntary work. It also helps the lead-organization in spreading its own influence to a wider section of the society.

7. Sharing of learning from other centres is encouraged, and therefore, it's been made mandatory to share all issues with other centres through the RAHBAR manager.

9. Circulation of reports: The entire model of Bihar Anjuman is driven by communication and sharing of ideas, cooperation and collaboration. Therefore, monthly reports (before the monthly awards ceremony) should reach us, the sponsor, and the RAHBAR manager. It must be sent in the template provide for this purpose (attached herewith).

10. Monthly expenses report: Account must be maintained in Excel sheets, and must be forwarded to the centre's sponsor and RAHBAR manager.

10. Transparency: Bihar Anjuman is based on transparency, therefore, all the account books, test reports and performance of students @ the centre, have to be shown to any BA member who demands it. In fact all visiting members are encouraged to audit the entire process, including talking to the teachers and students. They are also requested to mentor, counsel, and guide the students to raise their confidence levels. They are also requested to suggest improvements in the process, changing of any teacher, better teacher for a subject whom he/ she may know.

We are very confident that the Kishanganj centre can start running efficiently, on 1st April 2011, after following and fulfilling the guidelines, Insha-Allah.

We congratulate all our members from Kishanganj for having taking this excellent initiative.

Pls feel free to raise any questions, and write to me any suggestions, advice, guidance that you feel could help Bihar Anjuman work better and maximize the benefits to the intended beneficiaries.

Wishing you and all your loved ones greatest of times ahead!

Aspiring 2 c u happy!
